With Donald Trump’s return to the White House, Democratic rising stars are assessing how they might lead the party forward. Among those positioning themselves for potential leadership in 2028 are familiar names and influential figures, each already making moves to support the party and protect its core policies.

California Governor Gavin Newsom, a prominent figure in the anti-Trump movement, is utilizing his extensive political network, which includes strategists, pollsters, and advisors who previously worked with Vice President Kamala Harris. Newsom has raised over $150 million for Democratic causes since 2020 and has amassed a combined contact list with millions of emails and phone numbers, giving him a powerful base. With his party suddenly on the defensive, Newsom has called the California Legislature into a special session to counteract Trump’s agenda on climate policy, immigration, and reproductive rights—prioritizing the protection of progressive values in his state.

Although Newsom and his team are cautious about appearing overly ambitious, they recognize that California could be a focal point for Trump’s policies. To rally support, Newsom has reactivated his volunteer network, which has collectively sent millions of texts and made tens of thousands of calls to encourage voter turnout. Other Democratic leaders, including Pennsylvania Governor Josh Shapiro, Kentucky Governor Andy Beshear, and Illinois Governor JB Pritzker, are also being watched closely. Shapiro, a rising figure in Pennsylvania, has garnered attention from Democratic officials who see his potential as a national leader. With Harris losing Pennsylvania in the recent election, some Democrats have speculated that having Shapiro on the ticket might have bolstered her support in the state. Shapiro, currently raising funds for his reelection campaign in 2026, has drawn significant interest as his influence grows both locally and nationally.

Former South Bend Mayor and current Transportation Secretary Pete Buttigieg is another potential contender, although he has not committed to a 2028 run. Since relocating to Michigan, he is also weighing a possible gubernatorial run in 2026. Buttigieg has continued to play a vital role in Democratic fundraising efforts, gathering millions for the Biden-Harris campaign and traveling across key battleground states in the final days of the election. On the eve of Election Day, he reached out to candidates across the ballot to lend his support.
